Responsibilities of the Department

The Department takes the responsibilities of implementing policies, laws and regulations of the national and provincial housing and urban-rural construction; organizing the drafting work of local laws and regulations, compiling relevant programme and annual planning; drawing up relevant policies and norms with guidance and supervision on their implementation.

The Department assumes the responsibilities of carrying forward the housing reform and ensuring the housing issue of the low-income families in cities and towns.

The Department is in charge of the supervision and management of housing public accumulation funds so as to ensure its use-efficiency and safety.

The Department assumes the responsibility of standardizing the Real Estate market order with supervision and management on the market.

The Department takes the responsibility of the supervision and management work on the Urban-Rural planning.

The Department assumes the responsibility of guiding city construction work.

The Department is responsible for standardizing the villages and towns construction with guidance.

The Department is in charge of supervising the construction market and regulating the behaviors of the enterprises on the construction market.

The Department assumes the responsibility of offering supervision and management on construction engineering quality and safety.

The Department is responsible for carrying forward the work of construction energy-saving and emission reduction as well as the scientific development of the whole industry.

The Department develops international economic and technological exchange and cooperation on housing and urban-rural construction programmes.

The Department undertakes other items that the Provincial People's Government and the Ministry of Housing and Urban-Rural Development of the PRC assign to it.

Divisions of the Department

General Affairs Office

The General Affairs Office deals with daily routine work, such as messages processing, meeting affairs, confidential information management, archives management, etc; undertaking the responsibilities of information security, secrets protection, press broadcasting, dealing with letters and visits of the people, supervision, and making government affairs public, etc; drafting important documents; taking charge of the economic and technological exchanges and cooperation of housing and urban-rural construction; guiding and coordinating the e-government affairs of the housing and urban-rural construction systems and the archives of the urban construction.

Urban-Rural Planning Division (Planning and Management Office of Pearl River Delta urban agglomeration)

The Urban-Rural Planning Division is responsible for many kinds of works:1)drafting the policies, regulations and laws for the development of urban-rural planning and urbanization; 2)organizing to establish the provincial urban system planning, Pearl River Delta urban agglomeration planning and other sub-region planning and supervising their implementation; 3)guiding the drafting, implementation and management of the provincial urban-rural planning; 4)taking charge of the approval for the overall urban planning, city regional urban system planning assigned by Provincial People's Government, and the supervision of implementation; 5)undertaking the filing management of the detailed planning controlled by the above prefectural-level cities; 6)participating the relevant examination and verification for planning, such as overall land-use planning at or above county-level; 7)issuing the letter of intent for the site selection of construction projects according to the due authority; 8)taking charge of the supervision and management work for the protection of the famous historic and cultural city and historic blocks; 9)guiding the city survey, public works survey, development and utilization of underground space and city sculpture work; 10) supervising and managing the urban-rural planning compiling units.

Supervision and Management Division of Engineering Quality and Safety

The Supervision and Management Division for Engineering Quality and Safety is responsible for drafting the rules, regulations and technical standards for the construction quality and construction safety of construction projects and supervising their implementation; guiding the provincial project quality and safety supervision, inspection agencies and the assessment work for relevant personnel; taking charge of the supervision and management for the safety production of provincial construction enterprises and assessment work for relevant personnel; guiding the compiling of the emergency rescue plans for project quality, security and accidents; and organizing or participating the investigation and handling for major quality incidents of the projects.

Indemnificatory Accommodation Division (sharing offices with the Supervision and Management Division of Housing Public Accumulation Funds)

The Housing Security Division is responsible for drafting the provincial urban housing security policies and regulations, compiling housing security development programmes and annual plans, and supervising their implementation; drafting the provincial housing fund development planning and organizing their implementation jointly with other relevant organizations; drawing out the system of pay, usage, management and supervision of housing accumulation funds; arranging the security funds for provincial financial low-rent housing and supervising the implementation of different organizations jointly with other organizations concerned; supervising the management, usage and security of provincial housing accumulation funds and other housing funds; guiding the establishment for network service management system of housing funds; and managing the supervision network system and reporting and complaining system for housing accumulation fund.

Finance Division

Finance Division is responsible for guiding the statistical work on industrial information of housing and urban-rural construction system; taking charge of the management, usage and financial transaction of all kinds of funds and state-owned assets; undertaking the establishment of projects, declaration and management for revenue of administrative and institutional units in the housing and urban-rural construction system; and guiding the supervision and management of financial and auditing work of the institutions directly under the Department.

Supervision and Management Division of Construction Market

The Supervision and Management Division of Construction Market is responsible for drafting the industrial development policies and regulations of engineering construction, construction industry, investigation and design industry, and supervising their implementation; drawing up the main rules and regulations for specifying the acts of each party in construction market, the bidding for housing and municipal public projects, construction supervision, construction contract management, and for project risk management and supervising their implementation; supervising the implementation of qualification standards of the construction enterprises, construction supervision companies, engineering construction projects' bidding agencies, project cost advisory bodies, survey and design consulting units; organizing to draft a unified provincial quota, time duration norm, and technical standards for project cost, and supervising and guiding their implementation; participating the relevant work of provincial key projects' construction; supervising the implementation of the seismic protection standards for housing and municipal projects; organizing the preliminary design review for large or medium-sized projects; taking charge of the supervision and management work for the design of the building construction drawings; and guiding the energy-saving design in buildings and bidding of the design of the construction projects.

Supervision and Management Division of Housing Development and Real Estate Market

The major functions of Supervision and Management Division of Housing Development and Real Estate Market are as follows: drawing out the policies on housing and real estate management and supervising their implementation; proposing development plans and industrial policies of housing and real estate industry, drawing up housing construction programmes and annual plans, guiding and supervising implementation; guiding the reform in urban housing system and the housing development all over the province; and guiding compensated transfer of land-use rights and utilization of urban land use right.

Laws Regulation Division

The Laws Regulaiton Division assumes the function of organizing the drafting work of relevant local laws and regulation drafts; undertaking the work of legality examination and verification of relevant normative documents; assuming such responsibilities related to administrative reconsideration and responding to administrative issues; taking charge of the supervision and evaluation for the implementation of administrative permission; evaluating the implementation of the housing and urban-rural construction laws and regulations; and organizing the law popularization work in housing and urban-rural construction .

Villages and Towns Construction Division

The Villages and Towns Construction Division is responsible for drafting the policies and regulations as well as draft regulations of the planning and construction for villages and towns; guiding the compiling, implementation and management for village and towns planning; guiding the villages and towns construction and rural housing construction; participating relevant examinations and verifications for the overall land use planning of the village and towns; guiding the ecological environment improvement work for the people lived in small towns and villages; and taking charge of the supervision and management work for the protection of famous historic and cultural town jointly with cultural relic administrative departments.

Science and Technology Education Division

The Science and Technology Education Division is responsible for drafting the development planning and policies for the science and technology of housing and urban-rural construction industry, building energy-saving, wall materials innovation and bulk-cement and supervising their implementation; organizing the work of drafting the project construction standards, norms and regulations, and supervising their implementation; organizing the research and development for science & technology projects and guiding the transfer and popularization for science & technology projects; guiding the development for bulk-cement and ready-mixed concrete work; guiding the further education, job training and vocational skills assessment for employees of the industry; guiding the management for registration of industrial professional qualification; and organizing title reform and the evaluation and review for professional technical titles of the industry jointly with other relevant departments.

Personnel Division

The Personnel Division takes the responsibilities of taking charge of the personal management, institutional establishment, labor wages, retired personnel services and Party work of the Department and guiding the relevant work of the units which are directly under the Department; and guiding the spiritual civilization construction work of the provincial housing and the urban-rural construction system.

City Construction Division

The City Construction Division is responsible for undertaking the examination, verification and supervision management work for national and provincial scenic zones; guiding the emergency management for municipal public facilities; guiding such work as city water supply, water saving, gas, municipal public facilities, gardens, city environmental management, etc.; guiding the construction and operation as well as supervision work for the disposal facilities of urban sewage and living waste; guiding the greening work for city planning areas; guiding the planning and construction for the Metro and rail transportation; and taking charge of the relevant work concerned with the World Natural Heritage Projects and the World Natural & Cultural Heritage Projects.

Administrative Permission Management Division

The major duty of the Administrative Permission Management Division is examination, approval, verification, filing and deviation for the administrative permission matters such as enterprise qualification and personal professional qualification directly implemented and reviewed by our Department and reporting to the Ministry of Housing and Urban-Rural Development of the PRC.

Laws Enforcement and Supervisory Bureau

The Laws Enforcement and Supervisory Bureau is responsible for supervising the implementation of the laws, regulations and standards related to the housing and urban-rural construction; instructing, supervising and coordinating with the comprehensive administrative law enforcement of the housing and urban-rural construction work all over the province; and undertaking the relevant work of significant disputes and cases within housing and urban-rural construction area and organizing inspection and processing relevant illegal behaviors and unlawful acts.
